Corporate roles are made-up by the Chief Executive Directorate and the Resources Directorate: 

 

Chief executive's directorate

The Chief Executive's Directorate contains Workforce, Transformation and Programme Management, Economy, Culture and Museums and Strategy and Communications. 

Workforce

The Workforce function’s role is to ensure that the council has a workforce made up of the right people with the right skills and values to provide excellent services to our customers in an agile and responsive way. It is made up of a team of people professionals who work collaboratively with a wide range of stakeholders to effectively recruit, resource, remunerate and develop people whilst also helping to manage performance and contribute towards ensuring they are healthy and safe. 

Transformation and programme management function

The Transformation and Programme Management function provides leadership and support for the council’s transformation programme including consistent and effective programme and project management and the creation of a culture of continuous improvement through a corporate programme management office. 

Economy, culture and museums

The Economy, Culture and Museums service encompasses a range of services relating to Economic Development, Tourism, Culture and Heritage, and Museums and Archives. It drives and delivers the council’s economic development strategy through sustainable growth in employment, inward investment, business growth and enterprise support; leads on implementing the visitor economy and cultural strategies; and inspires, leads and drives forward an ambitious vision for Museums, Archives, Arts, Culture and Heritage development. The team works closely working with regional and national bodies to ensure excellence in the development of these services and seeks to capitalise on and enhance existing and growing national and international recognition of Stoke-on-Trent’s unique heritage and appeal as a visitor destination. 

Strategy and communications

The Strategy and Communications service is responsible for coordinating the development of council’s overall strategy, policy and performance management framework and lead on all communications and marketing related issues.

Resources

As the “engine room” of the city council, Resources oversees the city council’s core services that support the rest of the organisation.  

Finance and commercial

This covers our Corporate Finance, Commercial Finance, Transformational Finance and Revenues and Benefits. 

Our primary aim is to provide high quality and cost-effective financial support and advice to all services within the council and to the organisation as a whole. Our function plays a key role in supporting the corporate transformation and continuous improvement agenda, delivering efficiency, insight and value to the city council. Compliance, automation, scenario planning and data analytics are examples of the services we provide. We adopt and develop a forward-thinking attitude to steer the corporate culture of the city council to a commercial operating model. A commercial focus and innovative approach enable us to enhance and develop service delivery across the organisation. 

All decisions made within the city council have a financial implication. We govern and oversee the city council's interlinked functions of financing, capital investment, financial management, corporate governance and risk management. Financial strategy and accounts, procure to pay, treasury, tax, income and bank reconciliation being an example of the services we provide. 

Governance and registration

Governance and Registration covers; Audit and Fraud, Legal Services, Coroners Supports and Registration Service and Governance.

Our primary function is to ensure that the city council operates within the constraints of the law and that the decisions are taken at the appropriate level within the organisation and are, as far as possible, risk free and immune from challenge.

We provide legal advice and assistance across the whole remit of the city council’s services (from child care to company formation and joint ventures; contracts to conveyancing; adult social care and public health to planning, highways, housing and regeneration and all things in between) as well as providing an advocacy service, representing the city council in both the criminal and civil courts and at all forms of tribunals and enquiries.

The role will be part of the Staffordshire and Stoke on Trent joint PMO, managed by the Stoke on Trent Head of LGR Programme Delivery and based in the Strategy, Economy and Communications Service. The role is a hybrid role, with the Civic Centre in Stoke on Trent as its base, but with flexibility to work from home and a variety of locations across Staffordshire as per the demands of the work.
